The memorial planned for the Staten Island Fresh Kills site where World Trade Center debris was sorted is perhaps even more controversial than the Manhattan site as family members have argued over remains that are there. The winning design in a contest was Field Operations of New York and Philadelphia. The design calls for a meadow on an earth works at the crest of a hill (the landfill was closed just before the hill exceeded the New York City physical highpoint of 420 feet at Todt Hill on Staten Island — which in itself is the highest point on the Altantic Coast south of Maine). The design will have an almost crop circles appearance.

The September 11 Memorial Grove has some of the slickest websites of the various memorials. The concept commemorates the events of September 11, 2001 and the city’s efforts to restore the natural beauty of the Anacostia River and revitalize the surrounding neighborhood by celebrating nature, inviting and rewarding exploration and promoting efforts to create and maintain a healthy environment. The design engages the wetland as part of the experience of the island by creating a path that weaves through several distinct natural settings, ultimately connecting to the island’s greater pathway system. It is to be completed by 2006.
